A local delivery process for the Community Green Deal has been developed for SHAP and the HCA. The process sets out how programmes could be delivered. At its heart the process seeks to:
- Address and break down a range of barriers that have been identified to achieving high levels of take-up for whole home improvements.
- De-risk programmes in order to provide greater re-assurance to potential funders and investors.
- Achieve a culture change in a community which can in turn be used to drive greater take-up of programmes.
The process is designed to be replicable and applicable to any mixed tenure community.
Who is it designed for?
The process is designed to be used by Local Authorities, social landlords and communities potentially working alongside other Green Deal providers such as energy companies, high street retailers and DIY stores. It is intended to work at two spatial levels in order to support programmes:
1. Sub-regional or Local Authority-scale: A process to enable joint working by partners in order to pool resources and achieve the economies of scale required to deliver programmes to partner communities.
2. Community-scale: A process to enable Local Authorities, social landlords and communities to work together and pool resources to deliver whole home carbon reduction measures across tenures.
The basic premise of the process is that Local Authorities and social housing providers come together to form accredited Community Green Deal ‘Delivery Bodies’, enabling them to cost effectively deliver ambitious Community Green Deal programmes.
Delivery Bodies would enable partners to share the setup cost of Community Green Deal programmes, including the cost of procuring programmes, accessing finance and resourcing activities in each community. They could be accredited by the Government under the wider Green Deal scheme. By working together partners can also learn from each other, enabling programmes to be delivered more effectively.
In the process Community Green Deal programme partners could also act as trusted delivery agents and intermediaries for other organisations engaged in the Green Deal, such as the utilities and large retailers.
