Housing 'character areas'

In order to give the reports further relevance at a sub-regional and local level we have focussed our research and thinking around four physical housing ‘character areas’ which broadly aligning with the housing policy objectives highlighted in the West Midlands RSS, as well as making the link with the Regional Housing Strategy and the sub-regional housing market areas.

  • Urban renaissance: Stemming outward migration from the Major Urban Areas in order to secure their economic future;
  • Housing market renewal: Achieving Housing Market Renewal in Pathfinder areas through selective demolition and new-build;
  • Suburban heartlands: Protecting and enhancing the quality of housing in existing suburban areas;
  • Rural market towns and villages: Responding to specific housing needs on smaller sites in rural areas.

These four character areas create a spatial context for action, relating the low carbon building and energy technologies to the different forms and scales of housing development, and the distinct factors influencing the housing market in each area.

Over 20 case studies of low and zero carbon housing have been used to illustrate each of the Character Areas, including examples of both new-build and refurbishment.

Examples of local policies, programmes and strategies have also been brought together, together with feedback from two workshops involving stakeholders with expertise in new-build housing and the existing housing stock.  These have been used to explore the elements of a ‘model’ local framework for action to achieve a low carbon housing market.
